To switch between languages in Ubuntu.

First, install suitable languages, by clicking plus button below the input source title.

Press the Windows key + Space and select the Indic Phonetic keyboard.

For typing the Rupee symbol.

Select the menu as shown below.

Just press Alt R+4 like in below image:

Solution:

Add the tool in Ubuntu via Gnome Extension. “Draw On Your Screen” is a Gnome Shell extension that allows you to start or stop drawing on-screen easily via the Alt+Super+D keyboard shortcut.
